Windows Server 2019 includes a Group Policy Object (GPO) policy setting that allows you to enable 8dot3 name creation on NTFS volumes. This policy setting is located in the Computer Configuration\Policies\Administrative Templates\System\File System node. When you enable this policy setting, Windows creates an 8dot3 name for every file on an NTFS volume when the volume is formatted, and adds the 8dot3 name to the file's extended attributes. Windows also uses the 8dot3 name as the short file name when it creates a shortcut to the file. Windows uses the 8dot3 name when it displays files in legacy applications that do not support long file names, and also uses the 8dot3 name when it saves files to legacy storage devices that cannot store long file names.
